TRAI designates an agency to Test and Certify CAS and SMS

A new agency has been designated by the Telecom Regulatory Authority of India (TRAI) to Test and Certify the functioning of the Conditional Access System (CAS) and Subscriber Management System (SMS) used by the television Distribution Platform Operators (DPOs). The Secretary of TRAI has released an order dated 20th September 2021, today. The order recalled that the CAs and the SMS used at the digital head-ends should be in conformity with the Inter Connection regulation laid down during 2017 as part of digitization. The Telecommunication Engineering Centre (TEC) of the Dept of Telecommunications has been designated as the Testing and Certification Agency.

As per the order, the Telecommunication Engineering center, in its capacity as an agency for testing and certification shall discharge its duties as mentioned hereunder:

a) It carries out overall administration, coordination and execution of testing and certification of Conditional Access System (CAS) and Subscriber Management System (SMS) as per the requirements specified in the Interconnection regulation.

b) It notifies and maintains Test Schedules and test Procedures (TSTP) in relation to the requirements specified un the regulations

c) It empanels/declares the list of accredited testing labs that fulfil the requirements for carrying out the testing as per the defined Test Schedules and Test Procedures(TSTP)

d) It provides Certification for all products tested and certified by the accredited testing labs

e) It maintains the version and deployment details of Conditional Access System (CAS) and Subscriber Management System (SMS) deployed in India. As a matter of fact, BECIL has already been entrusted with the responsibility of testing and certifying the digital head-ends while the software testing is now given to the Telecommunication Engineering Centre (TEC)
